Conference: On the effectiveness in legislative process (13-14 April, 2000)
“Centre for Parliamentary Studies in cooperation with “Friedrich Ebert” Foundation considered important organization of a conference on the legislative process, aiming to contribute in identifying of problems, analyzing and making recommendations to institutionalize and enhance the whole process. It aimed increasing the effectiveness, public participation and transparency in the legislative process. The targeted objectives were the identification of problems and weaknesses of the legislative process; analysis of rules and practice of this process, recommendations for unification and the institutionalization of practice to enhance the process, identification of instruments to increase transparency and public participation legislative process; increase knowledge and awareness of the importance of a good legislative process well organized. |
Project: Relations between MP-s and electorate; To increase the representation and trust to the institutions
Relations between MPs and electorate; To increase the representation and trust to the institutions is a project funded by Open Society Soros Foundation/Albania. The project aimed the improvement of the MPs' work with the electorate toward the increase of the representation level and public participation in the political life of the country, aiming at the strengthening of the democracy level and development of the institution of Parliament, as well as the increase of public trust to the institutions, especially to the institution of Parliament. The project was developed through three round tables in different district of the country, as well as several additional activities. |

Project: Briefing Issues for the parliamentary commissions Briefing issues in the parliamentary commissions, funded by International Republican Institute (IRI). The project aimed at providing analysis of legal issues to the deputies, in other words an alternative view provided by independent experts, that would promote an informal discussion for essential issues between deputies and political parties, and would offer to the deputies a more clear comprehension for addressing the legal issues, and improve the decisions related to the legislation. |

Project: A comprehensive examination of the international and domestic law on migration issues versus the Albanian procedural rules and actual practices carried out at border crossings (2000) The project: A comprehensive examination of the international and domestic law on migration issues versus the Albanian procedural rules and actual practices carried out at border crossings was realized upon request of the UNHCR (Branch Office Tirana) in agreement with the Office for Refugees, through the Secretariat of the Task-Forces for the implementation of the asylum system by the Centre for Parliamentary Studies and the Center Peace through Justice, in September and October of 2000. The group of five experts prepared a study report through which was examined the Albanian law and international law regarding asylum and migration issues, as well as the procedures and actual practices which are followed in the Albanian border points referring to the implementation of the law. The aim of this project was to examine the intersection between international and domestic law on the treatment and movement of foreigners and asylum seekers and how those laws relate to the procedures and actual practices carried out at border and control crossings. |

Workshop: Aspects of the organization of parliamentary work An aspect of the organization of parliamentary work is the workshop organized for senior officials of the parliaments South-Eastern Europe countries. The workshop was organized by International Institute for Democracy, based in Strasbourg and the Centre on Parliamentary Studies. The aim of the project was the exchange of the experience and cooperation between the administration and staff of the parliaments in the region. The project was developed in the framework of Stability Pact. |

Conference: Relations deputy – electorate; For an increase of the representation and trust at the institutions (March, 2002) Conference on “Relations of deputy – electorate; For an increase of the representation and trust at the institutions” was organized in Hotel Tirana International, 4 March 2002. The Center for Parliamentary Studies in co-operation with International Republican Institute (IRI) and with the support of the Albanian Parliament organized the Conference “Deputy-Electorate Relations: For an increase of representation and trust at the institutions”. Deputies, former MPs, experts of the parliamentary law, staff of parliament, and secretaries of the MPs in the districts offices, media representatives, NGOs, international institutions located in Tirana participated in this conference. |

Project: Review Parliamentary right and legal politics (2002- at present) Review on Parliamentary Law and Legal Politics, is a project funded by IRI and National Endowment for Democracy (NED). The aim of this project is continue with the editing of the review, in order to encourage a theoretical and scientific debate on Parliamentary Law; providing the information about the legislation and parliamentary practices, through a real and objective reflection of the legislative activities and political debates; serving to the civil society through providing the ways for participation in the parliamentary practices; and getting acquainted the Albanian political environment with the political issues discussed at international level. Project: Extending security co-operation and defense arrangements The Centre for European Security Studies (CESS) in cooperation with Centre for Parliamentary Studies, is implementing a one-year programme entitled “Extending security co-operation and defense arrangements” to establish an active policy-oriented dialogue on security among individuals from eight countries of South-East Europe. These countries are Albania, Bosnia-Herzegovina, Bulgaria, Croatia, Macedonia, Romania, Serbia-Montenegro and Slovenia. The main purpose of this undertaking is to promote collaborative inquiry and networking. It will also generate security-sector reform ideas and security policy prescriptions. |

Project: Citizens’ complaints on judicial inspection: increasing transparency and accountability of the judiciary toward the public
“Citizens’ complaints on judicial inspection: increasing transparency and accountability of the judiciary toward the public”, is a project funded by USAID/Albania (2007). The project ‘Citizens’ complaints on judicial inspection: increasing transparency and accountability of the judiciary toward the public’ aims at promoting the accountability and transparency of the judiciary through establishing effective ways of handling citizens’ complaints and increasing the involvement of the public in judicial inspections. The project aims to influence improvement of legislation with regard to the access of individuals to the judicial inspection process. In addition, the project is expected to increase information of the public regarding the procedures and ways of following up complaints regarding judges and courts, and in particular the public participation and cooperation during the inspection of judicial cases. |

(2007-2008). This project aims at increasing parliamentarians’ accountability during exercising their mandate through monitoring activities and establishment of the code of conduct. In a wider context the project aims at developing parliamentary democracy and increasing the trust of voters on legislative body. By the end of the project, it was compiled a final report on the increasing accountability of the MPs during their mandate, a report on the legislation analyze on MPs behavior and Code of Conduct and respecting of the respective legal obligations and the need for a Code of Conduct for MPs. |

Project: Implementation of the Constitutional Court Decisions and reinforcement of the Rule of Law in Albania Implementation of the Constitutional Court Decisions and reinforcement of the Rule of Law in Albania: a project implemented in cooperation with Millennium CC, funded by Open Society Foundation (2007-2008). The project aims reinforcement of the Rule of Law and of Constitution, through the promoting of the implementation of the Constitutional Court decisions; increasing of the Constitutional Court authority and establishing of a model between the state relationship raised on the constitutional control principles and balance of powers. By the end of the project it is published the brochure “Enforcement of the Constitutional Court decisions and their important role in the Rule of Law in Albania”. |
