Project: Briefing Issues for the parliamentary commissions

Briefing issues in the parliamentary commissions, funded by International Republican Institute (IRI). The project aimed at providing analysis of legal issues to the deputies, in other words an alternative view provided by independent experts, that would promote an informal discussion for essential issues between deputies and political parties, and would offer to the deputies a more clear comprehension for addressing the legal issues, and improve the decisions related to the legislation.

Increase youth participation in the parliamentary and political life of the country. is a project carried out during the election process of June 2001. It was funded by the Democracy Grant Commission, American Embassy, Tirana.

Project: A comprehensive examination of the international and domestic law on migration issues versus the Albanian procedural rules and actual practices carried out at border crossings (2000)

The project: A comprehensive examination of the international and domestic law on migration issues versus the Albanian procedural rules and actual practices carried out at border crossings was realized upon request of the UNHCR (Branch Office Tirana) in agreement with the Office for Refugees, through the Secretariat of the Task-Forces for the implementation of the asylum system by the Centre for Parliamentary Studies and the Center Peace through Justice, in September and October of 2000. The group of five experts prepared a study report through which was examined the Albanian law and international law regarding asylum and migration issues, as well as the procedures and actual practices which are followed in the Albanian border points referring to the implementation of the law. The aim of this project was to examine the intersection between international and domestic law on the treatment and movement of foreigners and asylum seekers and how those laws relate to the procedures and actual practices carried out at border and control crossings.

Workshop: Aspects of the organization of parliamentary work    

An aspect of the organization of parliamentary work is the workshop organized for senior officials of the parliaments South-Eastern Europe countries. The workshop was organized by International Institute for Democracy, based in Strasbourg and the Centre on Parliamentary Studies. The aim of the project was the exchange of the experience and cooperation between the administration and staff of the parliaments in the region. The project was developed in the framework of Stability Pact.

Project: Local government autonomy building  

Project “Local government autonomy building; Training of the local administration staff on implementation of local autonomy principals” was funded by Norwegian People-s Aid. This project aims on the training with local government administration in Elbasan (in the municipality, prefecture and commune level) in order to improve the understanding of the Autonomy Chart and other local autonomy principals and procedures as well as their implementation.

The project “On the proposal of policies and several rules for a short-term and middle term action to establish an acceptable system for juvenile justice in Albania consisted in establishing of a working group by UNICEF worked for the preparation of a legal strategy and the practice regarding the juvenile justice.

Project: Filling out of legal gaps of asylum system; Drafting of regulation on local integration and lobbying strategy

“Filling out of legal gaps of asylum system; Drafting of regulation on local integration and lobbying strategy” is the project funded by UNHCR, Tirana. The project aims at local integration for persons granted asylum in Albania through assisting the GoA on drafting of the appropriate regulations and supporting their efforts to put a working asylum system in Albania.

Project: Assistance for legislative changes and implementation of the Albanian law on the asylum procedures

“Assistance for legislative changes and implementation of the Albanian law on the asylum procedures” is the project is funded by UNHCR, Tirana. It aims on prevention against refoulement, protection of asylum seekers and access to asylum system. It aims on providing to the civil servants with a general knowledge of international and Albanian asylum system, provide an understanding of the legal entitlements and social benefits of refugees, and provide a forum to discuss implementation strategy of asylum system and local integration program in Albania.

Project: Reviewing of the legal framework that arranges the issue of migration of Albanians abroad

The project consists on a research study report on reviewing the legal framework that arranges the issue of migration of Albanians abroad. The project is undertaken upon the request and financing of IOM (International Migration Organization).

Conference: Relations deputy – electorate; For an increase of the representation and trust at the institutions (March, 2002)

Conference on “Relations of deputy – electorate; For an increase of the representation and trust at the institutions” was organized in Hotel Tirana International, 4 March 2002.  The Center for Parliamentary Studies in co-operation with International Republican Institute (IRI) and with the support of the Albanian Parliament organized the Conference “Deputy-Electorate Relations: For an increase of representation and trust at the institutions”. Deputies, former MPs, experts of the parliamentary law, staff of parliament, and secretaries of the MPs in the districts offices, media representatives, NGOs, international institutions located in Tirana participated in this conference.

Project: Review Parliamentary right and legal politics (2002- at present)  

Review on Parliamentary Law and Legal Politics, is a project funded by IRI and National Endowment for Democracy (NED). The aim of this project is continue with the editing of the review, in order to encourage a theoretical and scientific debate on Parliamentary Law; providing the information about the legislation and parliamentary practices, through a real and objective reflection of the legislative activities and political debates; serving to the civil society through providing the ways for participation in the parliamentary practices; and getting acquainted the Albanian political environment with the political issues discussed at international level. Publishing of the review is a ongoing project by the Centre for Parliamentary Studies.

Project: Extending security co-operation and defense arrangements

The Centre for European Security Studies (CESS) in cooperation with Centre for Parliamentary Studies, is implementing a one-year programme entitled “Extending security co-operation and defense arrangements” to establish an active policy-oriented dialogue on security among individuals from eight countries of South-East Europe. These countries are Albania, Bosnia-Herzegovina, Bulgaria, Croatia, Macedonia, Romania, Serbia-Montenegro and Slovenia. The main purpose of this undertaking is to promote collaborative inquiry and networking. It will also generate security-sector reform ideas and security policy prescriptions.

Project: Increasing the accountability of MPs during exercising their mandate through monitoring activities and establishment of the Code of Conduct for MPs   

Increasing the accountability of MPs during exercising their mandate through monitoring activities and establishment of the Code of Conduct for MPs”, aims at increasing parliamentarians’, funded by USA Embassy in Tirana. (2007-2008). This project aims at increasing parliamentarians’ accountability during exercising their mandate through monitoring activities and establishment of the code of conduct. In a wider context the project aims at developing parliamentary democracy and increasing the trust of voters on legislative body. By the end of the project, it was compiled a final report on the increasing accountability of the MPs during their mandate, a report on the legislation analyze on MPs behavior and Code of Conduct and respecting of the respective legal obligations and the need for a Code of Conduct for MPs.

Project: Implementation of the Constitutional Court Decisions and reinforcement of the Rule of Law in Albania  

Implementation of the Constitutional Court Decisions and reinforcement of the Rule of Law in Albania: a project implemented in cooperation with Millennium CC, funded by Open Society Foundation (2007-2008). The project aims reinforcement of the Rule of Law and of Constitution, through the promoting of the implementation of the Constitutional Court decisions; increasing of the Constitutional Court authority and establishing of a model between the state relationship raised on the constitutional control principles and balance of powers. By the end of the project it is published the brochure “Enforcement of the Constitutional Court decisions and their important role in the Rule of Law in Albania”.
