Development and democratization of the institution of parliament constitutes one of the principal directions of the institutional reforms in Albania. This process assumes special importance in the light of the way parliament is built and the role it has played during the different stages of the establishment and development of the Albanian State.

The founding members, who have served for a long time as advisors to the People's Assembly, decided to set up this center to promote and develop the positive traditions in this field and to contribute to further development of this institution.

The Center has been set up as a non-political and non-profit making NGO. Through its activities, the Center aims at influencing objectively on the process of the development and modernization of the Parliament within the internationally recognized standards.
